Neuroscience—and the weapons of the mind

While MKULTRA is infamous for its attempts to control the mind through hypnosis and phenomena, its researchers primarily concentrated on the use of pharmaceuticals and mind-bending drugs such as hallucinogenic mushrooms, marijuana, heroin, LSD, and truth serums to make intelligence targets more cooperative in questioning and more willing to act as agents of the United States. Ultimately, the project failed because of a lack of scientific understanding of the inner workings of the brain and how to manipulate it.

But today, neuroscience appears to be breaking down previous technical barriers to the exogenous control of emotion, behavior, and ultimately the mind.

Scientific breakthroughs in the understanding of the biological basis of behavior and cognition have given rise to numerous treatments for neurological and psychiatric disorders. These treatments have improved the quality of life for many people all over the world. But these technologies have dual-use potential.

Psychiatric drugs and brain stimulation stand out as neurotechnologies of particular concern. But what are the on-the-ground realities of these technologies—what is the potential for converting clinical uses of behavioral neuroscience to the battlefield? Is it technically possible to alter brain chemistry in order to introduce novel emotions, cause cognitive shifts, and affect behavior? YES…

Dr. James Giordano, Chief of the Neuroethics Studies Program and Scholar-in-Residence in the Pellegrino Center for Clinical Bioethics at Georgetown University, speaks to cadets and faculty about how advancements in neuroscience and neurotechnology will impact the future of war. This event was hosted by the Modern War Institute at West Point.


If mass-produced, weaponized, and spread further afield, the same drugs that show promise as substitutes for psychological torture could be used as neurochemical weapons that alter the emotions of a nation’s armed forces, or that quickly change hearts and minds within a civilian population by influencing the visceral reaction to a military campaign. The most threatening neurochemical weapons—and the most likely to be used—are hypnotic drugs that reduce alertness, sedate, and anaesthetize. Psychedelic drugs, however, which alter cognition, emotion, and behavior, also have potential for battlefield deployment because of their ability to disorient and simulate psychosis. Numerous microbes and toxins that target the nervous system also have potential to affect decisions about whether to fight or surrender and could significantly impede adversarial soldiers.

Mind control back in vogue!

Make no mistake, neuroscience can be misused to alter emotions or memories, covertly implant ideas, or cause cognitive shifts. However, significant technical challenges remain—again, operationalizing neuroweapons is extremely difficult. Yet while it is unlikely that promises of mind control will be realized by neuroweapons, it would be naïve to assume that approaches to behavioral control will not become more refined over time. Obstacles to behavioral control also present themselves to psychiatrists treating disease and, as better psychiatric treatments continue to be pursued, barriers to the malignant use of neuroscience will lower. Neuroscience can be weaponized and deployed by actors willing to expend the time, money, and resources necessary.

International humanitarian and armament law represent crucially important components in governing the development and use of neuroweapons. On the surface, these legal standards prohibit neuroweapons. Their strength, however, has been weakened by ambiguities and by the defiance of state actors. For instance, because international bodies had failed to provide guidance about which specific actions constituted torture, the Bush administration was able to argue that its “enhanced interrogations” of Guantánamo Bay prisoners did not meet the severity threshold of pain or mental injury required by international law—and thus could not be considered torture under existing treaties. In the context of state attempts at behavioral control, arguments similar to those of the Bush administration could be used to explain away the use of pharmaceuticals or neurotechnology that malevolently altered the inner workings of the brain. The prohibition of neurochemical weapons under armament law is much stronger, but here too, loopholes and ambiguities exist. Chemical weapons intended for riot control are not prohibited under the Chemical Weapons Convention, for instance; this provides space for states to legally develop incapacitating weapons under the guise of developing a domestic riot control agent, and then rapidly convert neurochemical weapons for use in conflict.

Another challenge to the governance framework is the possibility that, as the technologies described here become more developed, perceptions of their utility may shift—just as barriers to the development and use of biological weapons are decreasing. For example, some observers argue that not only are drugs permissible if (by simulating a state of euphoria and positive emotions) they make a person talk, but that they are a morally superior substitute for torture and “enhanced interrogation.” The allure of behavioral-control capability could change nations’ existing sociopolitical calculations about the utility of neuroscience-based weapons and drive further military and intelligence development of neuroweapons. Troublingly, these shifting perceptions—matched with increasing geopolitical turbulence and a shift away from state-centric conflict—could make behavioral control seem ever more tempting.

An increasingly multipolar world is emerging—one in which rising powers view human rights, justice, transparency, and the use of force differently. Therefore, challenges to humanitarian and armament law will only increase. To monitor the conversion of behavioral neuroscience from benign medical treatments into malignant weapons, and to shape how neuroweapons may be perceived and used, the international community must attach the utmost importance to strengthening the normative and legal framework that is embodied in multilateral treaties and national laws and regulations. The medical standards that doctors and scientists are obliged to uphold, as well as codes of practice and research ethics, must also be strengthened in view of the potential misuse of behavioral neuroscience. The containment of neuroweapons relies on the strength of norms—from the top down and from the bottom up—against the use of torture, unconventional weapons, and the militant use of neuroscience. Both scientists and the international community must remain vigilant about preventing behavioral neuroscience from leaking into the security realm.

Are your opinions really your own—or how much have they been carefully shaped until you think they are? Today’s digital connectivity makes it possible to share information like never before—traditional borders and constraints of distance simply do not exist anymore. But this same connectivity also makes it easier to manipulate the public’s perception of reality. Military neuroscience — Manipulating brain frequencies and energy fields

Carolanne Wright – Psychotronics is the intersection between consciousness, energy fields and matter. In a bill introduced to the U.S. House of Representative in 2001, Dennis J. Kucinich describes psychotronic devices as “weapons” that can be used against individuals or specific populations to exert power over behavior and mood — essentially a form of mind control.

Russia has a long history of developing this class of technology, the most famous being the “Woodpecker” — a “Tesla-type transmitter” that emitted psychoactive signals in the 1970’s through the late eighties.

But Russia isn’t the only player in this dangerous game. GlobalResearch reports:

“Harnessing neuroscience to military capability, this technology is the result of decades of research and experimentation, most particularly in the Soviet Union and the United States. (Welsh, 1997, 2000) We have failed to comprehend that the result of the technology that originated in the years of the arms race between the Soviet Union and the West, has resulted in using satellite technology not only for surveillance and communication systems but also to lock on to human beings, manipulating brain frequencies by directing laser beams, neural-particle beams, electro-magnetic radiation, sonar waves, radio frequency radiation (RFR), soliton waves, torsion fields and by use of these or other energy fields which form the areas of study for astro-physics. Since the operations are characterized by secrecy, it seems inevitable that the methods that we do know about, that is, the exploitation of the ionosphere, our natural shield, are already outdated as we begin to grasp the implications of their use.”

In a 1998 German television documentary, Dr. Igor Smirnov, of the Institute of Psycho-Correction in Moscow, said that it’s easily conceivable that anyone who has the appropriate means and finances could inject himself into every computer network, radio or television broadcast with relative technological ease. “This is why such technology is rightfully feared.”

By now, a good number of people are familiar with the effects of electromagnetic pollution from cell phones, televisions, appliances, smart meters, computers and wi-fi. But could there be another more sinister reason why our health suffers when we’re exposed to these modern devices? Several U.S. patents suggest a disquieting answer.

Hidden mind control technology

According to United States Patent 6,506,148, filed in June of 2001:

“It is therefore possible to manipulate the nervous system of a subject by pulsing images displayed on a nearby computer monitor or TV set. For the latter, the image pulsing may be imbedded in the program material, or it may be overlaid by modulating a video stream, either as an RF signal or as a video signal.”

The invention can also be adapted to the source of video stream, whether a computer program, a television broadcast, video tape or DVD. Pulse variability can be influenced through the use of software in order to avoid habituation of the nervous system.

“Certain monitors can emit electromagnetic field pulses that excite a sensory resonance in a nearby subject, through image pulses that are so weak as to be subliminal. This is unfortunate since it opens a way for mischievous application of the invention, whereby people are exposed unknowingly to manipulation of their nervous systems for someone else’s purposes. Such application would be unethical and is of course not advocated. It is mentioned here in order to alert the public to the possibility of covert abuse that may occur while being online, or while watching TV, a video, or a DVD,” conclude the inventors.

Moreover, patents owned by Raytheon detail how to create “nuclear sized explosions without radiation” and describe electromagnetic pulse, power beam technology and over-the-horizon detection systems. One such patent (US 7629918 B2) describes the Multifunctional Radio Frequency Directed Energy System (RFDE):

“Radio frequency directed energy (RFDE) systems are known in the art for directing high power RF, microwave and/or millimeter wave electromagnetic energy to destroy or disrupt a target. Although RFDE systems typically serve as military weapons, RFDE systems need not be limited to weapon systems.

“An RFDE weapon system can go after a broad range of targets (electronics, biological, ordinance, structures, etc.) due to its relatively large radiated power. A priori knowledge of the intended target characteristics is typically not required because the RFDE weapon either burns-out or overwhelms its target by the shear amount of power it radiates.”

A disturbing possibility (among many) concerning this type of weaponry is the capability of using it to cause negative effects on human health and mental processes. And there is no escape or protection. Once a target is locked onto, it’s impossible to evade the electromagnetic energy by moving around.

As we contemplate the technological advancements — and ethical implications — relating to mind control, remember President John F. Kennedy’s warning in 1961:

“Today no war has been declared — and however fierce the struggle may be, it may never be declared in the traditional fashion. Our way of life is under attack… we are opposed, around the world, by a monolithic and ruthless conspiracy that relies primarily on covert means. … Whatever our hopes may be for the future — for reducing this threat or living with it — there is no escaping either the gravity or the totality of its challenge to our survival and to our security — a challenge that confronts us in unaccustomed ways in every sphere of human activity. … This is a time of peace and peril, which knows no precedent in history. It is the unprecedented nature of this challenge that also gives rise to… our obligation to inform and alert the American people — to make certain that they possess all the facts that they need, and understand them as well. … I have complete confidence in the response and dedication of our citizens,   whenever they are fully informed.”

The USA and the European Union invest since the beginning of the millenium billions of dollars and euros into brain research. As a result of this research perfect maps of the brain were developed, including the areas of the brain that control the activity of different body organs or parts where higher brain activities, such as speech and thoughts, are taking place. The brain activities corresponding to different actions in those areas were also deciphered.

Thanks to the knowledge of specific locations of different centers in the brain and frequencies of the neuronal activity in them, teams of physicians are now capable of helping many people who were in the past, for different reasons, unable to participate in a normal life. There exist prostheses, which are controlled directly from the brain centers that normally control the movement of the limbs (see this) and enable people, who lost them, to use the prosthesis in a way similar to the way normal people use their limbs. Higher brain activities were produced as well. In 2006 scientists placed into the brain of a completely paralyzed man an implant, which transferred the activity of his brain into different devices and enabled him to open his e-mail, control his TV set and control his robotic arm. Other paralyzed people were able to search the Internet, play computer games and drive their electrical wheelchairs (see this).

Thanks to extensive brain research, computers were taught to understand the neuronal activity so much so that they are now capable of using the activity of our brain to reproduce our perceptions. Canadian scientists demonstrated an experiment, where the computer could interpret the electroencephalographical recordings from the brain to produce the painting of a face that the subject of experiment was perceiving (see this).

In the opposite way the data, processed by the computer in the way that will make them intelligible for the nervous system, can be transmitted into the brain and produce there a new reality. When an implant is placed in the brain and connected to a camera, placed on spectacles, for people whose photoreceptors in their retina stopped working, the sight is at least partially restored. In this case the camera on the spectacles is transmitting into the implant light frequencies and the implant re-transmits them in frequencies which “understand” the neurons processing the visual perceptions (see this).

In California scientists developed a device, which can register the brain waves and, using analysis, find among them consonants and vowels and in this way transform our thoughts to words. A paralyzed man could use this device to write without using a keyboard. Presently the accuracy of the device reaches 90%.  Scientists believe that within five years they will manage to develop a smartphone, to which their device could be connected (see this).

Just like in the case of visual perception it is possible, when knowing the algorithms of brain processing of words, to generate algorithms of different words in the computer and transmit them into the brain in ultrasound frequencies and in this way produce in the human brain particular “thoughts”.

Everybody will easily fall victim to the proposal that, instead of typing or searching with the use of mouse, his computer or cell phone could react directly to his brain’s activity and take down his thoughts directly to the documents or carry out operations that has just occurred to him.

As a matter of fact Apple and Samsung companies have already developed prototypes of necessary electroencephalographical equipment, which can be placed on top of a head and transmit electromagnetic waves produced by the brain into the prototypes of new smart phones. The smart phones should analyze those waves, find out what are the intentions of their owners and carry them out. Apple and Samsung companies expect that the direct connection with brains will gradually replace computer keyboards, touch screens, mouse and voice orders (see this). When the system is complete, it will be feasible for hackers, government agencies and foreign government’s agencies to implant thoughts and emotions in people’s minds and “hearts“, when they will be connected to internet or cell phone systems.

In 2013 scientists in the USA could infer from the brain activity the political views of people and distinguish democrats from republicans and in 2016 scientists used transcranial magnetic stimulation to make subjects of experiment more positive towards criticism to their country, than the participants whose brains were unaffected (see this).

Last year historian Juval Noah Harari was invited to deliver a speech at the World economic Forum in Davos. The editor of the British daily Financial Times stressed, when introducing him, that it is not usual to invite a historian to speak to most important world economists and politicians. Juval Noah Harari warned in his speech against the rise of new totality, based on the access to human brain. He said:

“Once we have algorithms that can understand you better than you understand yourself, they could predict my desires, manipulate my feelings and even make decisions on my behalf. And if we are not careful the outcome can be the rise of digital dictatorships. In the 21st century we may be enslaved under digital dictatorships”

In a similar way the Stanford University researcher in neurology and Dolby Labs’ chief scientist Poppy Crum warned at the conference in Las Vegas:

“Your devices will know more about you than you will. I believe we need to think about how [this data] could be used“.

In April 2017 neuroethicist at the University of Basel Marcello Ienca and Roberto Andorno, a human rights lawyer at the University of Zurich, writing in the journal Life Sciences, Society and Policy, published the article “Toward new human rights in the age of neuroscience and neurotechnology“ where they called for the creation of legislation which would protect human right to freedom and other human rights from the abuse of technologies opening access to the human brain. In the article they wrote that “the mind is a kind of last refuge of personal freedom and self-determination” and “at present, no specific legal or technical safeguard protects brain data from being subject to the same data-mining and privacy intruding measures as other types of information“. Among the world media only the British newspaper The Guardian wrote about their proposal (see this). This fact suggests that in the actual democratic world there exists no political will to forbid remote control of human thoughts and feelings, no matter that such perspective breaks elementary principles of democracy.

In 2016 and 2017 10 European organizations tried to convince the European Parliament and the European Commission to enact the legislation that would ban the remote control of activity of the human nervous system, since pulsed microwaves could be used to manipulate the human nervous system at a distance at present time already (see this). Then in 2017, 19 world organizations addressed the G20 meeting with the same proposal. They received no positive response to their effort.

To achieve the ban of the use of remote mind control technologies it is necessary to work out an international agreement. In the past century the USA and Russia built systems (HAARP and Sura), capable to produce, by manipulation of the ionosphere, extra long electromagnetic waves in frequencies corresponding to frequencies of the activity of the human nervous system and in this way to control the brain activity of populations of vast areas of this planet (See this, “Psychoelectronic Threat to Democracy“). At the beginning of this year China announced the building of a similar, more advanced, system. The Chinese daily The South China Morning Post admitted in its article that the system could be used to control the activity of the human nervous system.

The politicians should, instead of classifying those weapons of mass destruction, make effort to create more democratic system of international politics to replace the current system of struggle for military power. Only in this way conditions could be provided for the ban of use of   If this does not happen, in a few years there will be no chance to preserve democracy.

It’s tempered by the experiences he has, the immense 24/7 torture, the lack of privacy, the lost freedom of the mind and the necessity to cope with something that no human being should have to cope with: the most grotesques aspects of life.

Magnus Olsson used to be a very successful businessman. Not only is Magnus highly educated, but he also had a very successful career: as an entrepreneur, stockbroker and businessman.

This show, with the original title “Control mental. El sueño dorado de los dueños del mundo” (Mind control. The golden dream of the world’s masters) — broadcasted to some 34 million people — was one of the biggest victories for victims of implant technologies so far. Thanks to Magnus Olsson, who, despite being victimized himself, worked hard for several years to expose one the biggest human rights abuses of our times – connecting people against their will and knowledge to computers via implants of the size of a few nanometers – leading to a complete destruction of not only their lives and health, but also personalities and identities.

Very few people are aware of the actual link between neuroscience, cybernetics, artificial intelligence, neuro-chips, transhumanism, the science cyborg, robotics, somatic surveillance, behavior control, the thought police and human enhancement.

They all go hand in hand, and never in our history before, has this issue been as important as it is now.

One reason is that this technology, that begun to develop in the early 1950s is by now very advanced but the public is unaware of it and it goes completely unregulated. There is also a complete amnesia about its early development, as Lars Drudgaard of ICAACT, mentioned in one of his interviews last year. The CIA funded experiments on people without consent through leading universities and by hiring prominent neuroscientists of that time. These experiments have since the 50s been brutal, destroying every aspect of a person’s life, while hiding behind curtains of National Security and secrecy but also behind psychiatry diagnosis.

The second is that its backside –mind reading, thought police, surveillance, pre-crime, behavior modification, control of citizen’s behavior; tastes, dreams, feelings and wishes; identities; personalities and not to mention the ability to torture and kill anyone from a distance — is completely ignored. All the important ethical issues dealing with the most special aspects of being a free human being living a full human life are completely dismissed. The praise of the machine in these discourses dealing with not only transhumanism ideals but also neuroscience today has a cost and that is complete disrespect, despise and underestimation of human beings, at least when it comes to their bodies, abilities and biological functions. The brain is though seen as the only valuable thing; not just because of its complexity and mysteries, but also because it can create consciousness and awareness. We’re prone to diseases, we die, we make irrational decisions, we’re inconsistent, and we need someone to look up to. In a radio interview on Swedish “Filosofiska rummet” entitled “Me and my new brain” (Jag och min nya hjärna), neuroscientist Martin Ingvar referred to the human body as a “bad frame for the brain”. Questions about individual free will and personal identity were discussed and the point of view of Martin Ingvar was very much in line with José Delgado’s some 60 years ago, and its buried history of mind control: we don’t really have any choice, we’re not really having a free will or for that matter any consistent personality. This would be enough reason to change humans to whatever someone else wishes. For example, an elite.

Another reason for why this issue dealing with brain implants is important of course is the fact that both the US and the EU pour billions of dollars and euros in brain research every single year, a brain research very focused on not only understanding the brain, but also highly focused on merging human beings with machines; using neuro-implants to correct behavior and enhance intelligence; creating robots and other machines that think and make autonomous intelligent decisions — just like humans do.

Ray Kurzweil, who’s predictions about future technological developments have been correct at least until now, claims that in 20 years, implant-technology has advanced that far that humanity has been completely transformed by it. We cannot know right now whether he’s prediction is right or wrong, but we have the right to decide on the kind of future we want. I do not know if eradicating humanity as we know it is the best future or the only alternative. Today, we might still have a choice.

A new DARPA program aims to develop an implantable neural interface able to provide unprecedented signal resolution and data-transfer bandwidth between the human brain and the digital world. The interface would serve as a translator, converting between the electrochemical language used by neurons in the brain and the ones and zeros that constitute the language of information technology. The goal is to achieve this communications link in a biocompatible device no larger than one cubic centimeter in size, roughly the volume of two nickels stacked back to back.

The program, Neural Engineering System Design (NESD), stands to dramatically enhance research capabilities in neurotechnology and provide a foundation for new therapies.

“Today’s best brain-computer interface systems are like two supercomputers trying to talk to each other using an old 300-baud modem,” said Phillip Alvelda, the NESD program manager. “Imagine what will become possible when we upgrade our tools to really open the channel between the human brain and modern electronics.”

Among the program’s potential applications are devices that could compensate for deficits in sight or hearing by feeding digital auditory or visual information into the brain at a resolution and experiential quality far higher than is possible with current technology.

Neural interfaces currently approved for human use squeeze a tremendous amount of information through just 100 channels, with each channel aggregating signals from tens of thousands of neurons at a time. The result is noisy and imprecise. In contrast, the NESD program aims to develop systems that can communicate clearly and individually with any of up to one million neurons in a given region of the brain.

Achieving the program’s ambitious goals and ensuring that the envisioned devices will have the potential to be practical outside of a research setting will require integrated breakthroughs across numerous disciplines including neuroscience, synthetic biology, low-power electronics, photonics, medical device packaging and manufacturing, systems engineering, and clinical testing. In addition to the program’s hardware challenges, NESD researchers will be required to develop advanced mathematical and neuro-computation techniques to first transcode high-definition sensory information between electronic and cortical neuron representations and then compress and represent those data with minimal loss of fidelity and functionality.

To accelerate that integrative process, the NESD program aims to recruit a diverse roster of leading industry stakeholders willing to offer state-of-the-art prototyping and manufacturing services and intellectual property to NESD researchers on a pre-competitive basis. In later phases of the program, these partners could help transition the resulting technologies into research and commercial application spaces.

Now researchers at MIT may have found a way to change that.

By producing complex fibers that could be less than the width of a hair, they have created a system that could deliver optical signals and drugs directly into the brain, along with simultaneous electrical readout to continuously monitor the effects of the various inputs.

The newC technology is described in a paper in the journal Nature Biotechnology.

The new fibers are made of polymers that closely resemble the characteristics of neural tissues, Anikeeva says, allowing them to stay in the body much longer without harming the delicate tissues around them.

To do that, her team made use of novel fiber-fabrication technology pioneered by MIT professor of materials science Yoel Fink and his team, for use in photonics and other applications.

The result, Anikeeva explains, is the fabrication of polymer fibers ‘that are soft and flexible and look more like natural nerves.’

Devices currently used for neural recording and stimulation, she says, are made of metals, semiconductors, and glass, and can damage nearby tissues during ordinary movement.

‘It’s a big problem in neural prosthetics,’ Anikeeva says.

The result, Anikeeva explains, is the fabrication of polymer fibers 'that are soft and flexible and look more like natural nerves.'

‘They are so stiff, so sharp — when you take a step and the brain moves with respect to the device, you end up scrambling the tissue.’

The key to the technology is making a larger-scale version, called a preform, of the desired arrangement of channels within the fiber: optical waveguides to carry light, hollow tubes to carry drugs, and conductive electrodes to carry electrical signals.

These polymer templates, which can have dimensions on the scale of inches, are then heated until they become soft, and drawn into a thin fiber, while retaining the exact arrangement of features within them.

A single draw of the fiber reduces the cross-section of the material 200-fold, and the process can be repeated, making the fibers thinner each time and approaching nanometer scale.

During this process, Anikeeva says, ‘Features that used to be inches across are now microns.’

While a single preform a few inches long can produce hundreds of feet of fiber, the materials must be carefully selected so they all soften at the same temperature.

The fibers could ultimately be used for precision mapping of the responses of different regions of the brain or spinal cord, Anikeeva says, and ultimately may also lead to long-lasting devices for treatment of conditions such as Parkinson’s disease.

John Rogers, a professor of materials science and engineering and of chemistry at the University of Illinois at Urbana-Champaign who was not involved in this research, says, ‘These authors describe a fascinating, diverse collection of multifunctional fibers, tailored for insertion into the brain where they can stimulate and record neural behaviors through electrical, optical, and fluidic means.

The results significantly expand the toolkit of techniques that will be essential to our development of a basic understanding of brain function.’

Mind Control Programs Include:

Project Chatter was a US Navy drug testing program that began in the fall of 1947. The program focused on the identification and testing of drugs for use in interrogations and in the recruitment of agents. The research included laboratory experiments on BOTH animals and human subjects involving Anabasis aphylla, LSD, scopolamine, and mescaline drugs in order to determine their speech-inducing qualities. Human test subjects were rounded-up from mental health institutions and forced to take part in experimentation –regardless of their will. Project Chatter is not a conspiracy theory. Project BlueBird began in 1949. It deliberately created multiple personalities in patients. Experimentation was conducted by psychiatrists to create amnesia, new identities, hypnotic access codes and new memories in the minds of experimental subjects. This project was funded by the CIA, Army, Navy, and Air Force. There was extensive political abuse of psychiatry that was not only perpetrated by a few renegade doctors, but also by leading psychiatrists, psychologists, pharmacologists, neurosurgeons and medical schools. Project Artichoke was a CIA project that research the interrogation methods that arose from Project BlueBird in 1951. It was run by the CIA’s Office of Scientific Intelligence. This project studied hypnosis, forced morphine addiction, and the use of other chemicals to produce amnesia and other vulnerable states in subjects. Artichoke was a mind control program. Moreover, the scope of the project was outlined in a memo dated January 1952 that stated, “Can we get control of an individual to the point where he will do our bidding against his will and even against fundamental laws of nature, such as self-preservation?”  Project Artichoke eventually morphed into MKULTRA in a memorandum by Richard Helms to CIA director Allen Welsh Dulles on April 13, 1953.

MK Ultra was birthed in 1953. The program was a human research operation experimenting in the behavioral engineering of humans through the CIA’s Scientific Intelligence Division. It used numerous methodologies to manipulate people’s mental states and alter brain functions, including: radiation, electroshock, hypnosis, sensory deprivation, isolation, verbal and sexual abuse, the administration of LSD and other drugs, as well as various other forms of torture. It was known to have engaged in many illegal activities, including, using unwilling test subjects in both the U.S. and Canada. The program is still alive and active today. The Monarch Program is a “sub” program on MKULTRA. It is a form of mind control which creates a mind control slave by utilizing the human brain’s trauma response of disassociation to create a form of Multiple Personality Disorder (MPD) wherein various triggers can cause the slave personality to surface and respond to commands given by the master.

There are various “stages” of programming (Below information taken from

ALPHA: Regarded as “general” or regular programming within the base control personality; characterized by extremely pronounced memory retention, along with substantially increased physical strength and visual acuity. Alpha programming is accomplished through deliberately subdividing the victims personality which, in essence, causes a left brain-right brain division, allowing for a programmed union of L and R through neuron pathway stimulation.”

BETA: Referred to as “sexual” programming. This programming eliminates all learned moral convictions and stimulates the primitive sexual instinct, devoid of inhibitions. “Cat” alters may come out at this level.

DELTA: This is known as “killer” programming, originally developed for training special agents or elite soldiers (i.e. Delta Force, First Earth Battalion, Mossad, etc.) in covert operations. Optimal adrenal output and controlled aggression is evident. Subjects are devoid of fear; very systematic in carrying out their assignment. Self-destruct or suicide instructions are layered in at this level.

THETA: Considered to the “psychic” programming. Bloodliners (those coming from multi-generational Satanic families) were determined to exhibit a greater propensity for having telepathic abilities than did non-bloodliners. Due to its evident limitations, however, various forms of electronic mind control systems were developed and introduced, namely, bio-medical human telemetry devices (brain implants), directed-energy lasers using microwaves and/or electromagnetics. It is reported these are used in conjunction with highly-advanced computers and sophisticated satellite tracking systems.

OMEGA: A “self-destruct” form of programming, also known as “Code Green.” The corresponding behaviors include suicidal tendencies and/or self-mutilation. This program is generally activated when the victim/survivor begins therapy or interrogation and too much memory is being recovered.

Neuro-Technology: Pentagon’s DARPA Continues To Push “Black Box” Brain Chip Implant


Pentagon wants to “help” soldiers and seniors by implanting devices to trigger memories

The Defense Advanced Research Projects Agency (DARPA), the research arm of the military, is continuing to develop implantable brain chips, according to documents newly posted as part of the agency’s increased “transparency” policy.

The agency is seeking to develop a portable, wireless device that “must incorporate implantable probes” to record and stimulate brain activity – in effect, a memory triggering ‘black box’ device.


The process would entail placing wires inside the brain, and under the scalp, with electrical impulses fired up through a transmitter placed under the skin of the chest area.

Bloomberg first picked up the story last week, and since then several tech blogs have jumped on board, describing the technological push as part of a project to help injured soldiers, and part an initiative set up by the Obama administration to find treatments for brain disorders, such as Alzheimer’s.

In reality, this project has been ongoing for years, decades in fact. And given that the Pentagon war machine is spear-heading it, with $70m of funding, one must seriously question why the DoD suddenly gives a damn about war wounded vets, never mind everyday Americans with brain disorders.

The documents state that rather than aid general memory loss, such a device would enable the ability to recover “task-based motor skills” like driving cars, operating machinery, tying shoe laces or even flying planes. It would also help recover memory loss surrounding traumatic events – according to the documents.


Memory loss surrounding trauma occurs for a reason, so the individual can, at some point, slowly work back toward living a normal life. One has to wonder, from this description, whether DARPA’s brain implant, would merely facilitate “patching up”, soldiers, and sending them back out to duty, as if they were defective robots.

Indeed, that is the kind of transhumanism project that DARPA revels in. Just last year it was revealed that a DARPA team has constructed a machine that functions like a human brain and would enable robots to think independently and act autonomously.

There have also long been reports of DARPA seeking to develop technology that enables military masters to literally control the brains of soldiers and make them want to fight. A 2008 report for the US military detailed this initiative, along with possible weaponry including “Pharmacological landmines” that release chemicals to incapacitate enemy soldiers and torture techniques that involve delivering electronic pulses into the brains of terror suspects.

The report, titled “Emerging Cognitive Neuroscience and Related Technologies”, detailed byWired and the London Guardian, was commissioned by the Defense Intelligence Agency, the intelligence wing of the Department of Defense. It contains scientific research into the workings of the human mind and suggestions for the development of new war fighting technologies based upon the findings.

In a section focusing on mind control, the report states

If we can alter the brain, why not control it? […] One potential use involves making soldiers want to fight. Conversely, how can we disrupt the enemy’s motivation to fight? […] How can we make people trust us more? What if we could help the brain to remove fear or pain? Is there a way to make the enemy obey our commands?

It concludes that “drugs can be utilized to achieve abnormal, diseased, or disordered psychology” and also suggests that scanners able to read the intentions or memories of soldiers could be developed.

The report clearly does not rule out the use of such mind scanning technology on civilians as it suggests that “In situations where it is important to win the hearts and minds of the local populace, it would be useful to know if they understand the information being given them.”


It also suggests that the technology will one day have applications in counter-terrorism and crime-fighting and “might be good enough to help identify people at a checkpoint or counter who are afraid or anxious.”

The notion of “recording” brain activity is also something that DARPA has long sought to master. The concept may seem completely outlandish, yet it has been the central focus of DARPA activities for some time with projects such as LifeLog, which seeks to gain a multimedia, digital record of everywhere a person goes and everything they see, hear, read, say and touch.

Wired Magazine has reported:

On the surface, the project seems like the latest in a long line of DARPA’s “blue sky” research efforts, most of which never make it out of the lab. But DARPA is currently asking businesses and universities for research proposals to begin moving LifeLog forward.

“What national security experts and civil libertarians want to know is, why would the Defense Department want to do such a thing?” the article asks. The answer lies in the stated goal of the US military – “Total Spectrum Dominance”.

Furthermore, assertions that the neuro technology would not be in any way dominant over a person’s capacity to think, does not tally with DARPA’s Brain Machine Interfaces enterprise, a $24 million project reported on in the August 5, 2003 Boston Globe.

The project is developing technology that “promises to directly read thoughts from a living brain – and even instill thoughts as well… It does not take much imagination to see in this the makings of a matrix-like cyberpunk dystopia: chips that impose false memories, machines that scan for wayward thoughts, cognitively augmented government security forces that impose a ruthless order on a recalcitrant population.” The Globe reported.

Government funded advances in neurotechnology which also focus on developing the ability to essentially read people’s minds should also set alarm bells ringing.

It is also well documented that the military and the federal government have been dabbling in mind control and manipulation experimentation for decades.

Brain implants are a very scary proposition, however, and selling such a thing to veterans, and especially to the wider American populace, may be a harder task than selling them a pill to pop. Which is why some, including one former DARPA director and now a Google executive, have also been developing devices such as edible chips and e-tattoos.

In the coming decades, a radical upgrading of our body’s physical and mental systems, already underway, will use nanobots to augment and ultimately replace our organs. We already know how to prevent most degenerative disease through nutrition and supplementation; this will be a bridge to the emerging biotechnology revolution, which in turn will be a bridge to the nanotechnology revolution. By 2030, reverse-engineering of the human brain will have been completed and nonbiological intelligence will merge with our biological brains.

In fact, the reverse engineering of the human brain has already been announced to be well under way via new microchips and accompanying software. And, while full nanobot rewiring of the brain is not expected before 2020, has reported that our DNA has been successfully targeted by nanobots “for drug therapy or destruction.”

Taking this even one step further, Ray Kurzweil said in a new interview with The Wall Street Journal (see below) that our extension into non-biological realms will include nanobot computers that will enter our brain and connect us to Cloud computing.

From science fiction horror, directly to the human body, the nanobots are no longer speculation. Also unlike science fiction, they won’t arrive via immediate worldwide takeover — they are already here, and will be introduced incrementally, as Kurzweil has previously stated:

It will be an incremental process, one already well under way. Although version 2.0 is a grand project, ultimately resulting in the radical upgrading of all our physical and mental systems, we will implement it one benign step at a time. Based on our current knowledge, we can already touch and feel the means for accomplishing each aspect of this vision. (emphasis added)

Researchers from Columbia University have developed a fleet of molecular nanorobots that can deliver drugs to specific cells and also identify certain genetic markers by using fluorescent labeling. After such identification, a chain reaction can be initiated:

On cells where all three components are attached, a robot is functional and a fourth component (labeled 0 below) initiates a chain reaction among the DNA strands. Each component swaps a strand of DNA with another, until the end of the swap, when the last antibody obtains a strand of DNA that is fluorescently labeled.

At the end of the chain reaction—which takes less than 15 minutes in a sample of human blood—only cells with the three surface proteins are labeled with the fluorescent marker.

Naturally, this type of targeted therapeutic approach could prove beneficial, as the researchers highlight — especially for cancer treatment which sweeps up healthy cells along with malignant ones, very often doing more harm than good (if one were to choose the establishment medical route).

This is always how new technologies are sold to the public, however, and it would be naive not to consider the darker applications as well.

Direct brain modification already has been packaged as “neuroengineering.” A Wired article from early 2009 highlighted that direct brain manipulation via fiber optics is a bit messy, but once installed “it could make someone happy with the press of a button.” Nanobots take the process to an automated level, rewiring the brain molecule by molecule. Worse, these mini droids can autonomously self-replicate, forcing one to wonder how this genie would ever be put back in the bottle once unleashed.

Here is one scenario offered by Kurzweil for how these nanobots could enter our bodies:

A significant benefit of nanobot technology is that unlike mere drugs and nutritional supplements, nanobots have a measure of intelligence. They can keep track of their own inventories, and intelligently slip in and out of our bodies in clever ways. One scenario is that we would wear a special “nutrient garment” such as a belt or undershirt. This garment would be loaded with nutrient bearing nanobots, which would make their way in and out of our bodies through the skin or other body cavities. (emphasis added)

That might seem to offer a level of participatory choice — to wear or not to wear the garment — but Kurzweil reveals that the nanobots will eventually be everywhere:

Ultimately we won’t need to bother with special garments or explicit nutritional resources. Just as computation will eventually be ubiquitous and available everywhere, so too will basic metabolic nanobot resources be embedded everywhere in our environment.

In a recent interview with The Wall Street Journal, Kurzweil highlights why Google has taken an interest in nanotechnology and the possibilities he sees for humans as they increasingly become non-biological and form direct connections with computers, augmenting and/or supplanting our natural processes as we head into the era of cyborgs and beyond:

And of course once our neocortex is uploaded to the Cloud, it positions Google perfectly for searching our every thought and pre-thought. While this might sound like an impossible amount of information to upload, let alone interconnect and search, it is being announced that researchers have designed the first nanocomputer that can push beyond the concept of Moore’s Law, which imposes a theoretical limitation on the expansion of computer processing power.

The team designed and assembled, from the bottom up, a functioning,  ultra-tiny control computer that is the densest nanoelectronic system  ever built.

A technical paper has been published online in the Proceedings of the National Academy of Sciences on the research.

The ultra-small, ultra-low-power control processor—termed a nanoelectronic finite-state machine or “nanoFSM”—is smaller than a human nerve cell.


In their recent collaboration they combined several tiles on a single chip to produce a first-of-its-kind complex, programmable nanocomputer. (Source)

It shouldn’t be seen as coincidence that these developments are happening simultaneously. What appears on the surface to be discoveries in entirely different fields are coalescing rapidly as we approach the theoretical date of The Singularity – the full merger of human and machine – estimated to occur between 2029-2045.

Despite the benign language of futurists, we know that a concerted effort is already underway to manage and predict human behavior for a whole range of potentially anti-human applications. As our free will is also targeted like the cells of our body — for drug therapy or elimination — ethical concerns must be voiced loud and clear. Scientists seem content with opening Pandora’s Box, then worrying about negative consequences later … and that is only if we assume that their intentions are benign from the beginning. One should take time to examine the history of military experimentation on human populations to see all of this through a very different lens.

At the very least, instead of the fully realized vision of Human Body 2.0, this might be Big Pharma 2.0 — a new phase where conventional drugs are incrementally replaced by nanodrugs and nano-fleet delivery systems. Coupled with applications that directly enter our brain to connect us to the computer matrix, we are rapidly entering an entirely new human paradigm.

The funding is already there, and a massive amount of money is waiting to be made by companies like Google. Here again, for those who might only see the bright side to this technology, we ought to question who is really in control of it.
