UN Starts Investigation to Ban Cyber Torture

UN Human Rights Council (HRC) Special Rapporteur on torture revealed during the 43rd HRC that Cyber technology is not only used for internet and 5G. It is also used to target individuals remotely – through intimidation, harassment and public shaming.
On the 28th of February in Geneva, Professor Nils Melzer, UN Special Rapporteur on Torture and other Cruel Inhuman Degrading Treatment and Punishment, has officially confirmed that cyber torture exists and investigation is now underway on how to tackle it legally.
Electromagnetic radiation, radar, and surveillance technology are used to transfer sounds and thoughts into people’s brain. UN started their investigation after receiving thousands of testimonies from so-called “targeted individuals” (TIs).
Professor Nils Melzer is an expert in international law and since 2016 he holds the Human Rights Chair at the Geneva Academy of International Humanitarian Law and Human Rights. His team has found evidence that Cyber technology is used to inflict severe mental and physical sufferings.
“Judges think that physical torture is more serious than cruel, inhuman or degrading treatment,” he told the Guardian on 21 February. “Torture is simply the deliberate instrumentalization of pain and suffering.” These psychological torture methods are often used “to circumvent the ban on torture because they don’t leave any visible marks”. Cyber psychological systems like cognitive radio are used to interrupt human perceptions and memory. They can also be used to spy on people violating personal integrity which could lead to corruption and slavery in society. Cyber torture is also called no-touch torture or brain-machine interface.
One way to handle this situation is to regulate new technologies and use AI control mechanisms by independent and impartial investigators. The evidence gathered could then be used to convict criminals easier and quicker in the future.
Professor Meltzer and his team is now underway to create an international legal framework covering cyber technologies that can cause torture which previously was hard to prove. In the future it may be necessary to establish Radio Frequency Spectrum police in order to protect humanity from cyber terrorism. Nils Meltzer also revealed to me personally that the HRC will release several reports on this subject soon in the future.

On February 28, 2020, the UN Special Rapporteur on Torture, Professor Nils Melzer, issued his World Report on “Torture and other cruel, inhuman or degrading treatment or punishment.” This report included a definition of “Cybertorture,” the Crime Against Humanity where millions of targeted victims worldwide are remotely assaulted with Electromagnetic Weapons in actions directed via computer, often from Supercomputers.
1. A particular area of concern, which does not appear to have received sufficient attention, is the possible use of various forms of information and communication technology (“cybertechnology”) for the purposes of torture. Although the promotion, protection and enjoyment of human rights on the internet has been repeatedly addressed by the Human Rights Council (A/HRC/32/L.20; A/HRC/38/L.10/Rev.1), torture has been understood primarily as a tool used to obstruct the exercise of the right to freedom of expression on the internet, and not as a violation of human rights that could be committed through the use of cybertechnology.
2. This seems surprising given that some of the characteristics of cyber-space make it an environment highly conducive to abuse and exploitation, most notably a vast power asymmetry, virtually guaranteed anonymity, and almost complete impunity. States, corporate actors and organized criminals not only have the capacity to conduct cyberoperations inflicting severe suffering on countless individuals, but may well decide to do so for any of the purposes of torture. It is therefore necessary to briefly explore, in a preliminary manner, the conceivability and basic contours of what could be described as “cybertorture”.

In practice, cybertechnology already plays the role of an “enabler” in the perpetration of both physical and psychological forms of torture, most notably through the collection and transmission of surveillance information and instructions to interrogators, through the dissemination of audio or video recordings of torture or murder for the purposes of intimidation, or even live streaming of child sexual abuse “on demand” of voyeuristic clients (A/HRC/28/56, para.71), and increasingly also through the remote control or manipulation of stun belts (A/72/178, para.51), medical implants and, conceivably, nanotechnological or neurotechnological devices.1 Cybertechnology can also be used to inflict, or contribute to, severe mental suffering while avoiding the conduit of the physical body, most notably through intimidation, harassment, surveillance, public shaming and defamation, as well as appropriation, deletion or manipulation of information.
4. The delivery of serious threats through anonymous phone calls has long been a widespread method of remotely inflicting fear. With the advent of the internet, State security services in particular have been reported to use cybertechnology, both in their own territory and abroad, for the systematic surveillance of a wide range of individuals and/or for direct interference with their unhindered access to cyber technology.2 Electronic communication services, social media platforms and search engines provide an ideal environment both for the anonymous delivery of targeted threats, sexual harassment and extortion and for the mass dissemination of intimidating, defamatory, degrading, deceptive or discriminatory narratives.
5. Individuals or groups systematically targeted by cybersurveillance and cyberharassment are generally left without any effective means of defence, escape, or self-protection and, at least in this respect, often find themselves in a situation of “powerlessness” comparable to physical custody. Depending on the circumstances, the physical absence and anonymity of the perpetrator may even exacerbate the victim’s emotions of helplessness, loss of control, and vulnerability, not unlike the stress-augmenting effect of blindfolding or hooding during physical torture. Likewise, the generalized shame inflicted by public exposure, defamation and degradation can be just as traumatic as direct humiliation by perpetrators in a closed environment.3 As various studies on cyber-bullying have shown, already harassment in comparatively limited environments can expose targeted individuals to extremely elevated and prolonged levels of anxiety, stress, social isolation and depression, and significantly increases the risk of suicide.4 Arguably, therefore, much more systematic, government-sponsored threats and harassment delivered through cybertechnologies not only entail a situation of effective powerlessness, but may well inflict levels of anxiety, stress, shame and guilt amounting to “severe mental suffering” as required for a finding of torture.5
6. More generally, in order to ensure the adequate implementation of the prohibition of torture and related legal obligations in present and future circumstances, its interpretation should evolve in line with new challenges and capabilities arising in relation to emerging technologies not only in cyberspace, but also in areas such as artificial intelligence, robotics, nanotechnology and neurotechnology, or pharmaceutical and biomedical sciences, including so-called “human enhancement”.

THE SENTIENT WORLD SIMULATION: UPLOADING YOUR MIND TO A DIGITAL WORLD
It was with the development of the first supercomputers, system for controlling the mind; brain and behavior was established. This was a part of the new science of cybernetics, which became public 1948 when the American professor Norbert Wiener published his book with the same title. The researchers’ project of mind control is most often classified as behavior or cognitive manipulation. Already from the beginning, more than half a century ago, it was possible to intercept thoughts, memories, and sensory functions such as sight or hearing. Cybernetics was also the first science that could not only measure and analyze what it came in contact with, but also change these processes. From the early beginning it was a debate about the issue.
The scientific magazine Science had 14-pages in their 1956 November issue under the heading “Some Issues Concerning the Control of Human Behavior”, and Professor Carl R Rogers said: “We can choose to use our growing knowledge to enslave people in ways never dreamed of before, controlling them by means so carefully selected that they will perhaps never be aware of their loss of personhood”. He added the possibility for political use: “Of all the dictatorships espoused by utopists, this is the most profound, and incipient dictators might well find in this utopia a guidebook of political practice…”but mentioned the probable misuse in democratic countries. This scared many. In the USA books were published, articles written and speeches held by leading people about the danger. The threat of exploitation of humans by a remote control technology became apparent. The American professor of psychiatry Joost Meerloo, released his book “The Rape of the Mind” (1956) in which he said:“The tragic facts of political experiences in our age make it all too clear that applied psychological technique can brainwash entire nations and reduce their citizens to a kind of mindless robotism which becomes for them a normal way of living.”
The EU´s Ethical Board with the Swedish Professor Hermerén as chairman protested and wrote in their 2005-declaration to the EU-Commission: “Implants used for changing the identity, memory, self perception and perception of others should be forbidden”. But the Swedish military research (FOI) declares in their report of activities that their aim is to direct the cognitive functions of people for a life time: “FOI develops systems with emphasis on the interaction between people and technology. The goal is that the systems be designed that human cognitive potential, i.e. the ability to perceive, understand, and sorting information can be utilized for´maximum system effect.” An implanted nightmare of this new kind will become permanent if not made public by mass media. This development can only continue as long as it takes place without public knowledge. Journalists, social activists and sensible politicians, among others, will not want to live their lives with an electronic leash attached to their brain, like a kind of cattle, any more than the rest of the population do. It has to be the responsibility of all of us to make this public if we want to live as human beings, in freedom and with human rights in the 21st century here on Earth.

The Lilly Wave and psychotronic warfare
The Lilly Wave was found by John C Lilly and is, in most cases, completely misunderstood as to its usage to affect the thoughts and behaviour of humans.
It is described as a bi-phasic electric pulse which stimulates the neurons of the brain to resonate at a certain frequency, thus the Lilly wave has the ability to control the brainwave patterns of the brain.
There is however a far more advanced form and a largely unknown and suppressed purpose in the use of the Lilly Wave.
The water molecules within the brain can be made to resonate at a desired frequency, this causes the electrons that comprise the brains electrical voltages to also resonate at that same frequency.
It is not a requirement, as is understood by the majority of science, to implant electrodes to cause the brains water molecules to be entrained to a certain frequency, it can also be accomplished by any waveform that can penetrate the skull and then cause the entrainment of the brains water molecules.
For example, radio waves emitted at a frequency of 40hz, targeted at a persons brain, will entrain the water molecules to a degree of 40hz and thus the rest of the brains electrons will also resonate at that frequency.
In this manner it is possible to stimulate and control the brains wave patterns remotely, with electromagnetism and also acoustic waves. However, it is imperative to understand that if the wave is not bi-phasic it will result in damage to the brains neurons and cause what is termed, brain damage.
It is not the case that only the brains water molecules can be entrained, it is also true of the blood sugar. Iron within the cellular structure composing the neurons of the brain and various other elements, can also be entrained to resonate at a desired frequency. (Possibly the reason for the attack on tobacco, nicotine is a super blood sugar regulator)
If a molecule is targeted by a wave that resonates at the same frequency as that molecule, that molecule will explode, sugar is a crystal and crystals when stressed, broken or deformed, release an electric and electromagnetic charge, this is known as triboluminescence.
The effect of an exploding sugar crystal is quite damaging to the mind and brain, it creates extreme confusion, dizziness, and also a state best described as lack of awareness, or apathy.
The Lilly Wave frequency is a secret military application, it is known as the “madness” frequency.
The Los Angeles Riots are said to have been the first open test of its capacity to mass control anger and violent response from the mob.
Furthermore, there are other profound effects of entraining the brain and bloods iron molecules, one of which is to cause the iron to condense together via resonant attraction, and clump within the brain. This has the effect of causing the iron to be magnetised and rush to the top of your head, resulting in a rush of blood to the head and extreme confusion and dizziness, it can also be reversed which causes a draining of blood from the head, leading to all out unconsciousness.
In short, the Lilly Wave is best described as a targeted resonance of the brains molecules.
Use of the Lilly Wave can pretty much instal any brainwave pattern into the mind of any targeted human, such as the negative aspects already mentioned and also to create happiness, or the ability to control ones physical movements. An attack direct to the water molecules is by far the best method to achieve the desired aims.
It is possible to track the Lilly Wave through a spectrum analyser that you link up to a signal source, and if you know what wave forms to look for, in a TV signal for example, you can see all kinds of interesting things–like the Lilly wave.
As already stated the Lilly Wave was found by Dr. John Lily when he was working for NIH, (the National Institutes for Health), in 1959 when they first started implanting dolphin brains and discovered that they needed to give the dolphin brain a chance to respond.
Then they discovered that they could use these same waves on human beings. He was doing work for the Navy at that time, and he got out of that research because he felt so conflicted about what they were doing.
The Lilly Wave frequency will mostly be in the extremely low and sometimes in the ultra low frequency range, but they are complicated as they need to interact with certain brain molecules which have a resonant frequency of their own.
It is strange that the ELF and ULF ranges are classified or 10 MHz controlled frequencies.
Artificial Thought and Communication
This is the third step in the Blue Beam Project that goes along with the telepathic and electronically augmented two-way communication where ELF, VLF and LF waves will reach each person from within his or her own mind, from the Smart grid technology, convincing each of them that their own god is speaking to them from the very depths of their own soul. Such rays from satellites are fed from the memories of computers that have stored massive data about every human on earth, and their languages. The rays will then interlace with their natural thinking to form what we call diffuse artificial thought.
That kind of technology goes into the 1970s, 1980s, and 1990s research where the human brain has been compared to a computer. Information is fed in, processed, integrated and then a response is formulated and acted upon. Mind controllers manipulate information the same way a computer for grammar manipulates information. In January 1991, the University of Arizona hosted a conference entitled, ‘The NATO Advanced Research Workshop on Current and Emergent Phenomena and Biomolecular Systems.’

The deployment of the latest technology that is being inserted on top of the existing mobile phone tech but is not the same as at present, is a subject that needs your attention. The U.S military use the millimetre waves (5G) which travel only a short distance, as a non lethal weapon for crowd control, because the waves effect the surface of the body and cause a burning of the skin at higher levels of power.
The wi-fi clouds formed in close communities are another aspect of this platform that affects the blood molecules direct, and will transform your emotional state by definition of what frequency they transmit through the Smart system.

Suicidal tendencies are a sign of damage by these microwaves. Establishment scientist Professor Trevor Marshall, the director of the Auto Immunity Research Foundation in California said :
“The new 5G technology Millimetre waves producing photons of much greater energy than 4g and Wi-fi. Allowing this technology to be used without proving its safety is reckless in the extreme as the millimetre waves are known to have a profound affect on all parts of the human body.”
The waveforms used by 5G are known to be at the same frequencies as those used in our bodies at the level at which cellular processes take place, that means it can directly interferer with those cellular processes. There are 4500 cellular structures in the human body each communicating with the entire body. 40 leading scientists groups have warmed that the waveforms from 5G can be harmful to all living species.

The Lilly Wave called a balanced bidirectional pulse pair found by John Cunningham Lilly is a carrier waveform that bypasses the mind’s subconscious defence systems. It has been monitored via oscilloscopes connected to homes A/C ground and neutral of power lines. It can be used to transmit mind control via ultrasonic (1 10 MHz) and electromagnetic wavelengths (600m to 1e-15m).
Electromagnetic wavelengths transmit long/short/FM wavelength radio waves, and TV/telephone/wireless signals or energies. They are also responsible for transmitting energy in the form of microwaves, infrared radiation (IR), visible light (VIS), ultraviolet light (UV), X-rays, and gamma rays. The goal was to find an electric current waveform with which animals could be stimulated through implanted electrodes for several hours per day for several months without causing irreversible changes in threshold by the passage of current through the tissue.
Many waveforms, including 60-cps. sine-wave current could apparently be used safely for these limited schedules of stimulation. They could not be used for the intensive, long-term schedule of chronic stimulation. Electric current passed through the brain can cause at least two distinct types of injury: thermal and electrolytic.
The technical problem in chronic brain stimulation is to stay above the excitatory threshold and below the injury threshold in the neuronal system under consideration. This result can be achieved most easily by the proper choice of waveforms and their time courses; and less easily by the choice of the range of repetition frequencies and train durations.
The previous wave forms used in neurophysiology and in neurosurgery injured the neurons when unidirectional current passed through the brain. Dr. Lilly developed a new electrical wave form to balance the current, first in one direction and then, after a brief interval, in the other. Thus ions moving in the neurons would first be pushed one way and then quickly the other way, stimulating the neurons and leaving the ions in their former positions within the neurons. This new wave form was called a balanced bidirectional pulse pair, or the Lilly Wave. Microscopic studies of brains stimulated with this balanced pulse pair showed that there was no injury of the neuronal networks from this kind Waveform of stimulating current :
pulse pairs of current resulting from quasi-differentiation, with passive electrical elements, of a rectangular pulse.
Measured at 2 percent of the peak, the duration of the positive pulse (upward) is 34 sec, and the duration of the negative pulse (downward) is 28 sec. stimulation.

Say what? Laser plasma balls that can talk? The Pentagon? How, and for what? The answer is that instead of beaming a flashing light or shouting over a loudspeaker to keep people away from sensitive areas, new technology is being developed that could allow troops to fire a laser that can form a “plasma ball” that talks to the potential intruders.
Say hello to The Laser Induced Plasma Effect program, part of the Joint Non-lethal Weapons Directorate program, aimed to find ways to deter and stun adversaries without killing them. Go over to the Military Times video, which is where Todd South, ground combat reporter, explains what this is all about.
Three sorts of methods at play here would be (1) giving out voice commands to warn people to stop (2) heating up a target’s skin to very uncomfortable levels but without burning them, and (3) blasting confusing noises to disorient and deter.
In the video in Military Times we hear a voice message that sounds similar to what one would hear over a somewhat distant loudspeaker: STOP OR ELSE … as instructions to go away, or else other means would be used to deter you.
“So, what they’ve done is basically create a laser,” said South in the video, “that can shoot out into a certain distance, and they can pipe in sound waves through it, and actually make human-voice sounds in commands.”
He said this becomes useful “around areas where we want the perimeters secure.” So, he continued, you can shoot out this laser and talk to the people “rather than sending troops out there.”
That same laser can be used to target the individual and create heat, like microscopic pin pricks. It is extremely uncomfortable, said South, and people move out of the way almost immediately.
Also, he said, the exact same laser is being used as a never-ending flashbang grenade. It basically with the power source can create audible effects, to deter, confuse and disorient people, just like a flashbang grenade. South wrote that “the setup can also act as a reusable flashbang that can pulse 155 decibel frequencies near continuously, as compare to standard flashbang grenades that can make one, sometimes two loud blasts to disorient people.”
This technology is not ready. It’s still a few years away, said South.
They just finished testing to get the audio portion through the laser in a lab setting this year. “Part of that,” he said, “involves tweaking algorithms to create human speech in the right wavelengths.” They have been adjusting high and low frequencies to mimic human speech.
They expect to have a “field-able” version within the next five years. How do they reckon five? This is what South wrote in Military Times: “The next steps, said Dave Law, chief scientist with the directorate, is to push distances out of the short range of a laboratory setting to 100 meters, then to multiple kilometers. Law gave an optimistic timeline of about five years before the tech could be through readiness levels and passed on to troops.”
Electromagnetic and Informational Weapons: The Remote Manipulation of the Human Brain
It should be understood, that Electromagnetic and Informational Weapons are fully operational and could be used by US-NATO in their wars in different parts of the World.
In October 2000, Congressman Denis J. Kucinich introduced in the House of Representatives a bill, which would oblige the American president to engage in negotiations aimed at the ban of space based weapons.
In this bill, the definition of a weapons system included:
“any other unacknowledged or as yet undeveloped means inflicting death or injury on, or damaging or destroying, a person (or the biological life, bodily health, mental health, or physical and economic well-being of a person)… through the use of land-based, sea- based, or space-based systems using radiation, electromagnetic, psychotronic, sonic, laser, or other energies directed at individual persons or targeted populations for the purpose of information war, mood management, or mind control of such persons or populations“(15).
As in all legislative acts quoted in this article, the bill pertains to sound, light or electromagnetic stimulation of the human brain.
Psychotronic weapons belong, at least for a layman uninformed of secret military research, in the sphere of science fiction, since so far none of the published scientific experiments has been presented in a meaningful way to World public opinion.
That it is feasible to manipulate human behavior with the use of subliminal, either by sound or visual messages, is now generally known and acknowledged by the scientific community.
This is why in most countries, the use of such technologies, without the consent of the individual concerned, is in theory banned. Needless to say, the use of these technologies is undertaken covertly, without the knowledge or consent of targeted individuals.
Devices using light for the stimulation of the brain constitute another mechanism whereby light flashing under certain frequencies could be used to manipulate the human psychic.
As for the use of sound, a device transmitting a beam of sound waves, which can be heard only by persons at whom the beam of sound waves is targeted, has been reported in several news media. In this case, the beam is formed by a combination of sound and ultrasound waves which causes the targeted person to hear the sound inside his head. Such a procedure could affect the mental balance of the targeted individual as well as convince him that he is, so to speak, mentally ill.
This article examines the development of technologies and knowledge pertaining to the functioning of the human brain and the way new methods of manipulation of the human mind are being developed.
One of the main methods of manipulation is through electromagnetic energy.
In the declassified scientific literature only some 30 experiments have been published supporting this assumption (1),(2). Already in 1974, in the USSR, after successful testing within a military unit in Novosibirsk, the Radioson (Radiosleep) was registered with the Government Committee on Matters of Inventions and Discoveries of the USSR, described as a method of induction of sleep by means of radio waves (3), (4), (5).
In the scientific literature, technical feasibility of inducing sleep in a human being through the use of radio waves is confirmed in a book by an British scientist involved in research on the biological effects of electromagnetism (6). A report by the World Health Organisation (WHO) on nonionizing radiation published in 1991 confirms that:
“many of biological effects observed in animals exposed to ELF fields appear to be associated, either directly or indirectly, with the nervous system…” (2).
Among the published experiments, there are those where pulsed microwaveshave caused the synchronization of isolated neurons with the frequency of pulsing of microwaves. Ffor example, a neuron firing at a frequency of 0.8 Hz was forced in this way to fire the impulses at a frequency of 1 Hz. Moreover, the pulsed microwaves contributed to changing the concentration of neurotransmitters in the brain (neurotransmitters are a part of the mechanism which causes the firing of neurons in the brain) and reinforcing or attenuating the effects of drugs delivered into the brain (1).
The experiment where the main brain frequencies registered by EEG were synchronized with the frequency of microwave pulsing (1,2) might explain the function of the Russian installation Radioson. Microwaves pulsed in the sleep frequency would cause the synchronization of the brain’s activity with the sleep frequency and in this way produce sleep.
Pulsing of microwaves in frequency predominating in the brain at an awakened state could, by the same procedure, deny sleep to a human being.
A report derived from the testing program of the Microwave Research Department at the Walter Reed Army Institute of Research states
“Microwave pulses appear to couple to the central nervous system and produce stimulation similar to electric stimulation unrelated to heat”.
In a many times replicated experiment, microwaves pulsed in an exact frequency caused the efflux of calcium ions from the nerve cells (1,2). Calcium plays a key role in the firing of neurons and Ross Adey, member of the first scientific team which published this experiment, publicly expressed his conviction that this effect of electromagnetic radiation would interfere with concentration on complex tasks (7).
Robert Becker, who had share in the discovery of the effect of pulsed fields at the healing of broken bones, published the excerpts from the report from Walter Reed Army Institute testing program. In the first part “prompt debilitation effects” should have been tested (8). Were not those effects based on the experiment by Ross Adey and others with calcium efflux?
British scientist John Evans, working in the same field, wrote that both Ross Adey and Robert Becker lost their positions and research grants and called them “free-thinking exiles” (6). In 1975, in the USA, a military experiment was published where pulsed microwaves produced, in the brain of a human subject, an audio perception of numbers from 1 to 10 (9). Again the possibility to convince an individual that it is mentally ill is obvious. The testing program of American Walter Read Army Institute of Research, where the experiment took place, counts with “prompt auditory stimulation by means of auditory effects” and finally aims at “behavior controlled by stimulation” (8).
Let us assume that the words delivered into the brain were transcribed into ultrasound frequencies. Would not then the subject perceive those same words as his own thoughts?
And would this not imply that that his behavior was being controlled in this way through the transmission of ultrasound frequencies? In this regard, the American Air Force 1982 “Final Report On Biotechnology Research Requirements For Aeronautical Systems Through the Year 2000” states:
“While initial attention should be toward degradation of human performance through thermal loading and electromagnetic field effects, subsequent work should address the possibilities of directing and interrogating mental functioning, using externally applied fields…” (10).
Several scientists have warned that the latest advances in neurophysiology could be used for the manipulation of the human brain.
In June 1995, Michael Persinger, who worked on the American Navy’s project of Non-lethal electromagnetic weapons, published a scientific article where he states:
“the technical capability to influence directly the major portion of the approximately six billion brains of the human species without mediation through classical sensory modalities by generating neural information within a physical medium within which all members of the species are immersed… is now marginally feasible“ (11).
In 1998, the French National Bioethics Committee warned that “neuroscience is being increasingly recognized as posing a potential threat to human rights“ (12). In May 1999 the neuroscientists conference, sponsored by the UN, took place in Tokyo. Its final declaration formally acknowledges that :
“Today we have intellectual, physical and financial resources to master the power of the brain itself, and to develop devices to touch the mind and even control or erase consciousness…We wish to profess our hope that such pursuit of knowledge serves peace and welfare” (13).
On the international political scene, in the last few years, the concept of remote control of the human brain has become a matter of international and intergovernmental negotiation. In January 1999, the European Parliament passed a resolution where it called “for an international convention introducing a global ban on all developments and deployments of weapons which might enable any form of manipulation of human beings.“ (14)
Already in 1997, nine states of the Commonwealth of Independent States (CIS) addressed the UN, OBSE and the states of the Interparliamentary Union with the proposal to place at the agenda of the General Assembly of the United Nations, the preparation and adoption of an international convention “On Prevention of Informational Wars and Limitation of Circulation of Informational Weapons” (16), (3).
The initiative was originally proposed, in the Russian State Duma, by Vladimir Lopatin (3). V. Lopatin worked, from 1990 to 1995, in sequence, in the standing committees on Security respectively of the Russian Federation, Russian State Duma and of the Interparliamentary Assembly of the Commonwealth of Independent States (CIS), specializing in informational security.(3). The concept of informational weapon or informational war is rather unknown to the world general public. In 1999, V. Lopatin, together with Russian scientist Vladimir Tsygankov, published a book „Psychotronic Weapon and the Security of Russia“ (3). There we find the explanation of this terminology:
“In the report on the research of the American Physical Society for the year 1993 the conclusion is presented that psychophysical weapon systems…can be used… for the construction of a strategic arm of a new type (informational weapon in informational war)…”
Among many references on this subject, we refer to Materials of the Parliament Hearings “Threats and Challenges in the Sphere of Informational Security”, Moscow, July 1996, “Informational Weapon as a Threat to the National Security of the Russian Federation” (analytical report of the Intelligence Service of the Russian Federation), Moscow, 1996 and a material “To Whom Will Belong the Conscientious Weapon in the 21st Century”, Moscow, 1997. (17).
In 2000 V. Lopatin introduced, after two other authors, the third in order bill on the subject of “Informational and Psychological Security of the Russian Federation“. Lopotin’s findings were reviewed by the Russian newspaper Segodnya:
“…Means of informational-psychological influence are capable not only of harming the health of an individual, but, also of causing, according to Lopatin, ‘the blocking of freedom of will of human being on the subliminal level, the loss of the ability of political, cultural and social self identification, the manipulation of societal consciousness, which could lead to the destruction of a sense of collective identify by the Russian people and nation’“ (16).
In the book “Psychotronic Weapons and the Security of Russia”, the authors propose among the basic principles of the Russian concept of defense against the remote control of the human psyche not only the acknowledgement of its existence, but also the fact that the methods of informational and psychotronic war are fully operational (“and are being used without a formal declaration of war”) (18). They also quote the record from the session of the Russian Federation’s Federal Council where V. Lopatin stated that psychotronic weapon can
“cause the blocking of the freedom of will of a human being on a subliminal level” or “instillation into the consciousness or subconsciousness of a human being of information which will trigger a faulty or erroneous perception of reality” (19).
In that regard, they proposed the preparation of national legislation as well as the establishment of legal international norms “aimed at the defense of human psyche against subliminal, destructive and informational manipulations” (20).
Moreover, they also propose the declassification of all analytical studies and research on the various technologies. They warned that, because this research has remained classified and removed from the public eye, it has allowed the arms race to proceed unabated. It has thereby contributed to increasing the possibility of psychotronic war.
Among the possible sources of remote influence on human psyche, the authors list the “generators of physical fields“ of “known as well as unknown nature” (21). In 1999 the STOA (Scientific and Technological Options Assessment), part of the Directorate General for Research of the European Parliament published the report on Crowd Control Technologies, ordered by them with the OMEGA foundation in Manchester (UK) (22, http://www.europarl.eu.int/stoa/publi/pdf/99-14-01-a_en.pdf ).
One of four major subjects of the study pertained to the so-called “Second Generation“ or “non lethal” technologies:
“This report evaluates the second generation of ‘non-lethal’ weapons which are emerging from national military and nuclear weapons laboratories in the United States as part of the Clinton Administration’s ‘non-lethal’ warfare doctrine now adopted in turn by NATO. These devices include weapons using… directed energy beam,…radio frequency, laser and acoustic mechanisms to incapacitate human targets” (23) The report states that „the most controversial ‚non-lethal‘ crowd control … technology proposed by the U.S., are so called Radio Frequency or Directed Energy Weapons that can allegedly manipulate human behavior… the greatest concern is with systems which can directly interact with the human nervous system“ (24). The report also states that „perhaps the most powerful developments remain shrouded in secrecy“ (25).
The unavailability of official documents confirming the existence of this technology may be the reason why the OMEGA report is referencing, with respect to mind control technology, the internet publication of the author of this article (26 http://www.europarl.eu.int/stoa/publi/pdf/99-14-01-a_en.pdf ).
Similarly, the internet publication of the director of the American Human Rights and Anti-mind Control Organization (CAHRA), Cheryl Welsh, is referenced by the joint initiative of the Quaker United Nations Office, United Nations Institute for Disarmament Research, and Programme for Strategic and International Security Studies, with respect to non-lethal weapons (27).
On September 25th, 2000, the Committee on Security of the Russian State Duma discussed the addendum to the article 6 of the Federal law On Weapons. In the resolution we read:
“The achievements of contemporary science… allow for creation of measured methods of secret, remote influencing on the psyches and physiology of a person or a group of people“ (28). The committee recommended that the addendum be approved. The addendum to the article 6 of the Russian Federation law “On Weapons“ was approved on July 26, 2001. It states:
“within the territory of the Russian Federation is prohibited the circulation of weapons and other objects… the effects of the operation of which are based on the use of electromagnetic, light, thermal, infra-sonic or ultra-sonic radiations…“ (29).
In this way, the Russian government made a first step to stand up to its dedication to the ban of mind control technology.
In the Doctrine of Informational Security of the Russian Federation, signed by president Putin in September 2000, among the dangers threatening the informational security of Russian Federation, is listed
“the threat to the constitutional rights and freedoms of people and citizens in the sphere of spiritual life… individual, group and societal consciousness“ and “illegal use of special means affecting individual, group and societal consciousness” (30). Among the major directions of the international cooperation toward the guaranteeing of the informational security is listed „the ban of production, dissemination and use of ‘informational weapon‘ “ (31).
The foregoing statement should be interpreted as the continuing Russian commitment to the international ban of the means of remote influencing of the activity of the human brain.
Similarly, in the above mentioned report, published by the STOA, the originally proposed version of the resolution of the European Parliament calls for:
“an international convention for a global ban on all research and development… which seeks to apply knowledge of the chemical, electrical, sound vibration or other functioning of the human brain to the development of weapons which might enable the manipulation of human beings, including a ban of any actual or possible deployment of such systems.“(32)
Here the term “actual” might easily mean that such weapons are already deployed.
Among the countries with the most advanced military technologies is the USA which did not present any international initiative demanding the ban of technologies enabling the remote control of human mind. (The original version of the bill by Denis J. Kucinich was changed.)
All the same, according to the study published by STOA, the US is the major promoter of the use of those weapons. Non lethal technology was included into NATO military doctrine due to their effort: “At the initiative of the USA, within the framework of NATO, a special group was formed, for the perspective use of devices of non-lethal effects” states the record from the session of the Committee on Security of the Russian State Duma (28).
The report published by STOA states: “In October 1999 NATO announced a new policy on non-lethal weapons and their place in allied arsenals” (33). “In 1996 non-lethal tools identified by the U.S. Army included… directed energy systems” and “radio frequency weapons” (34) – those weapons, as was suggested in the STOA report as well, are being associated with the effects on the human nervous system.
According to the Russian government informational agency FAPSI, in the last 15 years,U.S. expenditures on the development and acquisition of the means of informational war has increased fourfold, and at present they occupy the first place among all military programs (17),(3).
Though there are possible uses of informational war, which do not imply mind control, the US Administration has been unwilling to engage in negotiations on the ban on all forms of manipulation of the human brain. This unwillingness might indeed suggest that the US administration intends to use mind control technologies both within the US as well as internationally as an instrument of warfare.
One clear consequence of the continuation of the apparent politics of secrecy surrounding technologies enabling remote control of the human brain is that the governments, who own such technologies, could use them without having to consult public opinion. Needless to say, any meaningful democracy in today’s world could be disrupted, through secret and covert operations. It is not inconceivable that in the future, entire population groups subjected to mind control technologies, could be living in a “fake democracy” where their own government or a foreign power could broadly shape their political opinions by means of mind control technologies.

Neuroscience—and the weapons of the mind

While MKULTRA is infamous for its attempts to control the mind through hypnosis and phenomena, its researchers primarily concentrated on the use of pharmaceuticals and mind-bending drugs such as hallucinogenic mushrooms, marijuana, heroin, LSD, and truth serums to make intelligence targets more cooperative in questioning and more willing to act as agents of the United States. Ultimately, the project failed because of a lack of scientific understanding of the inner workings of the brain and how to manipulate it.
But today, neuroscience appears to be breaking down previous technical barriers to the exogenous control of emotion, behavior, and ultimately the mind.
Scientific breakthroughs in the understanding of the biological basis of behavior and cognition have given rise to numerous treatments for neurological and psychiatric disorders. These treatments have improved the quality of life for many people all over the world. But these technologies have dual-use potential.
Psychiatric drugs and brain stimulation stand out as neurotechnologies of particular concern. But what are the on-the-ground realities of these technologies—what is the potential for converting clinical uses of behavioral neuroscience to the battlefield? Is it technically possible to alter brain chemistry in order to introduce novel emotions, cause cognitive shifts, and affect behavior? YES…
Dr. James Giordano, Chief of the Neuroethics Studies Program and Scholar-in-Residence in the Pellegrino Center for Clinical Bioethics at Georgetown University, speaks to cadets and faculty about how advancements in neuroscience and neurotechnology will impact the future of war. This event was hosted by the Modern War Institute at West Point.
If mass-produced, weaponized, and spread further afield, the same drugs that show promise as substitutes for psychological torture could be used as neurochemical weapons that alter the emotions of a nation’s armed forces, or that quickly change hearts and minds within a civilian population by influencing the visceral reaction to a military campaign. The most threatening neurochemical weapons—and the most likely to be used—are hypnotic drugs that reduce alertness, sedate, and anaesthetize. Psychedelic drugs, however, which alter cognition, emotion, and behavior, also have potential for battlefield deployment because of their ability to disorient and simulate psychosis. Numerous microbes and toxins that target the nervous system also have potential to affect decisions about whether to fight or surrender and could significantly impede adversarial soldiers.
Mind control back in vogue!
Make no mistake, neuroscience can be misused to alter emotions or memories, covertly implant ideas, or cause cognitive shifts. However, significant technical challenges remain—again, operationalizing neuroweapons is extremely difficult. Yet while it is unlikely that promises of mind control will be realized by neuroweapons, it would be naïve to assume that approaches to behavioral control will not become more refined over time. Obstacles to behavioral control also present themselves to psychiatrists treating disease and, as better psychiatric treatments continue to be pursued, barriers to the malignant use of neuroscience will lower. Neuroscience can be weaponized and deployed by actors willing to expend the time, money, and resources necessary.
International humanitarian and armament law represent crucially important components in governing the development and use of neuroweapons. On the surface, these legal standards prohibit neuroweapons. Their strength, however, has been weakened by ambiguities and by the defiance of state actors. For instance, because international bodies had failed to provide guidance about which specific actions constituted torture, the Bush administration was able to argue that its “enhanced interrogations” of Guantánamo Bay prisoners did not meet the severity threshold of pain or mental injury required by international law—and thus could not be considered torture under existing treaties. In the context of state attempts at behavioral control, arguments similar to those of the Bush administration could be used to explain away the use of pharmaceuticals or neurotechnology that malevolently altered the inner workings of the brain. The prohibition of neurochemical weapons under armament law is much stronger, but here too, loopholes and ambiguities exist. Chemical weapons intended for riot control are not prohibited under the Chemical Weapons Convention, for instance; this provides space for states to legally develop incapacitating weapons under the guise of developing a domestic riot control agent, and then rapidly convert neurochemical weapons for use in conflict.
Another challenge to the governance framework is the possibility that, as the technologies described here become more developed, perceptions of their utility may shift—just as barriers to the development and use of biological weapons are decreasing. For example, some observers argue that not only are drugs permissible if (by simulating a state of euphoria and positive emotions) they make a person talk, but that they are a morally superior substitute for torture and “enhanced interrogation.” The allure of behavioral-control capability could change nations’ existing sociopolitical calculations about the utility of neuroscience-based weapons and drive further military and intelligence development of neuroweapons. Troublingly, these shifting perceptions—matched with increasing geopolitical turbulence and a shift away from state-centric conflict—could make behavioral control seem ever more tempting.
An increasingly multipolar world is emerging—one in which rising powers view human rights, justice, transparency, and the use of force differently. Therefore, challenges to humanitarian and armament law will only increase. To monitor the conversion of behavioral neuroscience from benign medical treatments into malignant weapons, and to shape how neuroweapons may be perceived and used, the international community must attach the utmost importance to strengthening the normative and legal framework that is embodied in multilateral treaties and national laws and regulations. The medical standards that doctors and scientists are obliged to uphold, as well as codes of practice and research ethics, must also be strengthened in view of the potential misuse of behavioral neuroscience. The containment of neuroweapons relies on the strength of norms—from the top down and from the bottom up—against the use of torture, unconventional weapons, and the militant use of neuroscience. Both scientists and the international community must remain vigilant about preventing behavioral neuroscience from leaking into the security realm.
5G Will Use the Same Frequencies as Military Weapons do!!!
What does the 5G network and a non-lethal weapon developed by the military have in common? The Department of Defense has developed a non-lethal crowd control device called the Active Denial System (ADS). The ADS works by firing a high-powered beam of 95 GHz waves at a target—that is, millimeter wavelengths. Anyone caught in the beam will feel like their skin is burning. The burning sensation stops once the target leaves the beam. This weapon operates on 95GHz waves and 5G will operate on the same frequencies.
Today’s cellular and Wi-Fi networks rely on microwaves – a type of electromagnetic radiation utilizing frequencies up to 6 gigahertz (GHz) in order to wirelessly transmit voice or data. However, 5G applications will require unlocking of new spectrum bands in higher frequency ranges above 6 GHz to 100 GHz and beyond, utilizing sub-millimeter and millimeter waves – to allow ultra-high rates of data to be transmitted in the same amount of time as compared with previous deployments of microwave radiation.

Now a US weapons that relies on the capability of this electromagnetic technology to induce unpleasant burning sensations on the skin as a form of crowd control is being rolled out.
Millimeter waves are utilized by the U.S. Army in crowd dispersal guns called Active Denial Systems. Dr. Paul Ben-Ishai pointed to research that was commissioned by the U.S. Army to find out why people ran away when the beam touched them. “If you are unlucky enough to be standing there when it hits you, you will feel like your body is on fire.” The U.S. Department of Defense explains how: “The sensation dissipates when the target moves out of the beam. The sensation is intense enough to cause a nearly instantaneous reflex action of the target to flee the beam.”

So, what we’re talking about with 5G technology is being exposed to the same kind of waves day in and day out, only at a lower power than the ADS. Have safety studies confirmed that such exposure is safe? No.
There’s more! Research from a team of Israeli physicists has found that there are new problems to consider with exposure to millimeter waves. When the wavelength of the energy approaches the dimensions of our biological structures, i.e. our skin and sweat ducts, previous assumptions about the safety of energy radiation are no longer valid. The research shows that, with millimeter waves, our sweat ducts actually act like little antennas, which means we would absorb more of this energy into our bodies. Other research has demonstrated that short-term exposure to low-intensity millimeter waves affects human cell membranes and could even result in the proliferation of multi-drug resistant bacteria.
Seeing as there has been virtually no research on long-term exposure to millimeter waves, the large-scale deployment of 5G technology is a massive experiment, and we’re the guinea pigs.
There’s no opting out of 5G—in fact it will become more ubiquitous than wireless technology is right now. As Verizon boasts on its website, the “Internet of Things” will thrive on 5G technology. The Internet of Things refers to the expanding number of devices, appliances, utilities, and other technologies that collect, transmit, and share data through the internet. Essentially, many processes that have not previously relied on the internet will start to once 5G roles out: switching lightbulbs on or off with a smartphone app, driverless cars—even “smart cities” that will use wireless networks to collect and analyze data about the environment, traffic, water, transit, lighting, waste management, security, and parking.
“The use of sub-terahertz (Millimeter wave) communications technology (cell phones, Wi-Fi, network transmission antennas) could cause humans to feel physical pain via nociceptors, ” stated Dr. Yael Stein, MD, who wrote a letter to the Federal Communications Commission about 5G Spectrum Frontiers.
Devra Lee Davis Founding Director of the Board on Environmental Studies and Toxicology of the U.S. National Research Council, National Academy of Sciences, Founding Director of the Center for Environmental Oncology, University of Pittsburgh Cancer Institute says
I love my devices as much as anyone else but I don’t want to the health of my grandchildren at risk. I don’t want to put them in harm’s way. We now know that the skin, our largest organ does respond to 5g, and in fact our sweat ducts they can act as antennas that can receive signals. 5G has not been tested for safety. The fact that it can interact with our sweat ducts may have much more profound meaning for our overall health and well-being. The idea that we’re going to saturate this country with a network that has never been tested is appalling. I am joining with many other scientists from around the world now to express concerns. We must evaluate these things before we roll out the technology no matter how attractive it is for us to have faster downloads of video games, pornography or virtual reality. The question we have to ask ourselves is it worth endangering the health of our children?

Israeli research studies presented at an international conference reveal that the same electromagnetic frequencies used for crowd control weapons form the foundation of the latest network – branded as 5G – that will tie together more than 50 billion devices as part of the Internet of Things. Current investigations of wireless frequencies in the millimeter and submillimeter range confirm that these waves interact directly with human skin, specifically the sweat glands. Dr. Ben-Ishai of the Department of Physics, Hebrew University, Israel recently detailed how human sweat ducts act like an array of helical antennas when exposed to these wavelengths. Scientists cautioned that before rolling out 5G technologies that use these frequencies, research on human health effects needed to be done first to ensure the public and environment are protected.
[Dr. Davis notes] “This work shows that the same parts of the human skin that allow us to sweat also respond to 5G radiation much like an antenna that can receive signals. We need the potential adverse health impacts of 5G to be seriously evaluated before we blanket our children, ourselves and the environment with this radiation.”
Research studies from the Dielectric Spectroscopy Laboratory of the Department of Applied Physics, Hebrew University of Jerusalem, headed by Dr. Yuri Feldman, indicate that millimeter and sub-millimeter waves may lead to preferential layer absorption. The number of sweat ducts within human skin varies from two million to four million. The researchers pointed to replicated peer research of these biological effects in laboratory research conducted in other countries and considered this mechanism of action well-proven.
There are now many thousands of peer-reviewed medical and epidemiological studies that show, illustrate or correlate, adverse biological effects with use of mobile phone technology or WIFI. Using frequencies even higher than 5 GHz (and up to 100 GHz) will compress the timeframe in which cancers and other biological effects show themselves within society. It is anyone’s guess on what might happen in terms of biological safety yet it is clear to see that the pulsed nature of these high frequency, high signal intensity signals do not harbor good news for humanity, particularly in relation to the functioning of our DNA.
Millimeter-wave-emitting devices will saturate our environment, and the fact that we’re plunging head-first into deploying this technology without knowing the health consequences is shocking.
